CHAPTER XI
THE OMBUDSMAN
       141. (1) There shall be an officer of Parliament who shall be
as the Ombudsman.
             (2) The Ombudsman shall not hold any other office of
emolument either in the public service or otherwise nor engage in
any occupation for reward other than the duties of his office.

      142. The Ombudsman shall be appointed by a resolution of the
National Assembly for such term as may be prescribed therein.
      143. (1) The Ombudsman may investigate and report
to the National Assembly on complaints that persons have
sustained injustice as a result of a fault in administration,
or maladministration, on account of any act done or omitted
by any public authority.
           (2) Parliament may make provision for further functions,
powers and duties of the Ombudsman in such terms and with such
guarantees as to require public authorities to cooperate with the
Ombudsman and to ensure the independence and effectiveness of
the Ombudsman.

       144. The Ombudsman shall not enter upon the duties of his
office until he has taken and subscribed before the Speaker the oaths
of allegiance and of office set out in the Second Schedule to this
Constitution.
      145. If at any time the Ombudsman is for any reason unable to
exercise the functions of his office, the National Assembly may by
resolution appoint a person to act as Ombudsman, and any person so
appointed shall, subject to subsections (3) and (4) of section 146 of
this Constitution, continue to act until the Ombudsman has resumed
his functions or until the appointment to act has been revoked by a
resolution of the Assembly.
